Again Gary, I have to say, as someone who is struggling every month to pay his community fees, it is easy to come up with a 'one solution fits all' like chaining up my property, cutting off my water supply etc. Although I am a debtor, I pay 100€ per month on standing order to the administrator. If I was 'cut off' the community would lose that income, the apartment would eventually be repossessed by the bank (about a year later) and then put on the market - and we all know how quickly Sitio apartments are selling these days!!! So solutions such as these are in the end counter productive.
The way forward is for a much more pro-active approach by the committee with regard to collection of fees. Every debtor should be spoken to directly by a committee member in order to try to find a suitable solution in each case. Threats of court action etc should be a last resort because it takes years for such action to be successful, if ever.
